As first revealed by author and journalist Laura Dodsworth, scientists in the UK working as advisors for the government admitted using what they now admit to be “unethical” and “totalitarian” methods of instilling fear in the population in order to control behaviour during the pandemic.

As well as overt warnings about the danger of the virus, the Government has been accused of feeding the public a non-stop diet of bad news, such as deaths and hospitalisations, without ever putting the figures in context with news of how many people have recovered, or whether daily death tolls are above or below seasonal averages.

“You could call psychology ‘mind control’. That’s what we do… clearly we try and go about it in a positive way, but it has been used nefariously in the past. Without a vaccine, psychology is your main weapon… Psychology has had a really good epidemic, actually.”

SPI-B warned in March last year that ministers needed to increase “the perceived level of personal threat” from Covid-19 because “a substantial number of people still do not feel sufficiently personally threatened”.

Gavin Morgan, a psychologist on the team, said: “Clearly, using fear as a means of control is not ethical. Using fear smacks of totalitarianism. It’s not an ethical stance for any modern government. By nature I am an optimistic person, but all this has given me a more pessimistic view of people.”

In addition to the UK government’s response, it was also revealed that the Canadian military launched a psychological operations program against their own citizens in the early days of the pandemic order to amplify government messaging and “head off civil disobedience.”

The propaganda plan was developed and put in place in April 2020 even though the Canadian Forces had already acknowledged that “information operations and targeting policies and doctrines are aimed at adversaries and have a limited application in a domestic concept.”

Canadian military leaders saw the pandemic as a unique opportunity to test out propaganda techniques on an unsuspecting public. Therefore, the military commanders believed they didn’t need to get approval from higher authorities to develop and proceed with their plan, retired Maj.-Gen. Daniel Gosselin, who was brought in to investigate the scheme, concluded in his report.

The plan devised by the Canadian Joint Operations Command, also known as CJOC, relied on propaganda techniques similar to those employed during the Afghanistan war. The campaign called for “shaping” and “exploiting” information. CJOC claimed the information operations scheme was needed to head off civil disobedience by Canadians during the coronavirus pandemic and to bolster government messages about the pandemic.

A separate initiative, not linked to the CJOC plan, but overseen by Canadian Forces intelligence officers, culled information from public social media accounts in Ontario. Data was also compiled on peaceful Black Lives Matter gatherings and BLM leaders. Senior military officers claimed that information was needed to ensure the success of Operation Laser, the Canadian Forces mission to help out in long-term care homes hit by COVID-19 and to aid in the distribution of vaccines in some northern communities.

Malone carried on his research into mRNA and DNA vaccination during the 1990s, culminating in a mucosal patent that was issued in 2000 and had a priority date of 1996. He also helped revolutionize the field of cationic liposomes for the use in RNA and DNA vaccinations.
